*The Asian carp regulation as written by the Department looked flawed to LKS – we said so and LRC in Frankfort agreed.  Now Fish & Wildlife is reworking it and a big surprise is now included – use them as fish meal.  Here is Ron Brooks (Director of Fisheries) email:  During this past month, I have been working with our political liaison, Mark Mangeot, to set up presentation dates for KY legislators.  I gave a presentation on the Asian carp issue to Kentucky’s Interim Joint Committee on Natural Resources and Environment in Sebree, KY at the Rio Tinto Alcan plant.  Mr. Mangeot recently sent out a request to Kentucky’s IJC on Economic Development and Tourism to allow me to present the Asian carp issues to that committee in September or October.  I am also in the process of getting permission to address state fish and wildlife directors at this year’s AFWA and SEAFWA conferences, and am continuing to work with the U.S. DOI concerning funding for Asian carp markets.  KDFWR is in the process of initiating a new research project to examine Asian carp abundance and effects the invasives are having on sport fish populations in the Ohio River, Kentucky and Barkley Lakes and their tailwaters.  This research will be an important mechanism for getting data the federal government needs to full understand the scope of this issue and for us to understand impacts of the Asian carp as well. We recently hired Sara Tripp as our Rivers and Streams Research Biologist; she starts on the 8th.  Sara was a researcher for SIU and has been working with Asian carp for over seven years in the Mississippi and Illinois Rivers.  Her knowledge of these species will be very valuable in terms of the research project and understanding methods to harvest the fish.  Asian carp continue to be the number one issue of the Fisheries Division, and our focus on this issue will not diminish until the mechanisms required to control their numbers are secured and in progress.  It is very good news that there is now a substantial fish meal demand domestically for Asian carp which reduces any doubt concerning the presence of markets for these fish.  We continue to look for funding for processing plants in Kentucky.   As I indicated below, we are open to discussion concerning potential funding procured through organized donation or partnership campaigns.  The original version of the Asian carp regulation submitted to LRC required substantial changes in the way the regulation was written.  We therefore had to work with LRC to restructure the regulation so that they were satisfied with its structure.  There were no substantial changes to the regulation; only in the verbiage.  We resubmitted the regulation and will now need to wait until it goes through the public review process prior to being addressed at the ARRS.  If we do not receive comments (positive or negative), the regulation should be passed in October.  Any comments will push the process back one month.  Ron
